Land Development IQ

Survey smarter. Design better. Develop with intelligence.

Clearception Land Development IQ brings parcels, surveys, screening data, conceptual subdivision layouts, civil engineering checks and development economics into one workspace, with every figure computed by deterministic engines and every professional decision left to licensed people.

What is Land Development IQ?

Clearception Land Development IQ is the feasibility and early-design workspace for land development, beside Construction in the Build category. Parcels are stored in the development's chosen projected coordinate system with the evidence class of every boundary — GIS record, record calls, calculated, interpreted or surveyor approved — so a county parcel is never mistaken for a survey. Survey points import from headed or PNEZD CSV and LandXML, and boundary courses with curves are checked for closure with the precision ratio reported. Public screening layers (FEMA flood hazard zones, USFWS wetlands, NRCS soils, USGS elevation) are queried for the site and intersected with each parcel, labelled as screening. A deterministic solver lays out conceptual streets and lots against minimum area, frontage, setbacks and open-space targets and returns ranked alternatives with yield, street length, open space and infrastructure quantities. Terrain surfaces, cut/fill with stated shrink and swell, screening hydrology with cited rainfall, utility slope and crossing checks, AASHTO roadway checks, cited zoning screening, a basis-labelled pro forma, true-scale PDF plan sheets, DXF and GeoPackage exports, and a versioned handoff to Construction complete the workflow. The Civil Engineering Copilot answers from these tools and keeps only sentences backed by evidence. Nothing is sealed, certified or approved by software.

Problems it solves

  • Know a site's gross and screened developable acreage before buying it
  • Compare conceptual subdivision layouts on lot yield, street length and open space
  • Check boundary calls for closure and compare deed to survey
  • See which parcels intersect mapped flood hazard areas, wetlands and soils
  • Build a development pro forma where every cost line states its basis
  • Hand an approved design to Construction without copying mutable data

Key capabilities

Deterministic COGO
Bearings, curves, traverse closure and compass adjustment computed exactly, with the precision ratio reported and no pass/fail unless a cited closure policy is given.
Conceptual Subdivision Layout
A deterministic solver lays out streets and lots against minimum area, frontage, setbacks and open-space targets, and returns ranked, reproducible alternatives.
Evidence-Classed Geometry
Every boundary is labelled GIS record, record calls, calculated, interpreted or surveyor approved, and only a licensed surveyor's recorded approval sets the last.
Cited Zoning Screening
Requirements entered with their citation and verified by a reviewer are compared with calculated lot values; screening never produces an approval.
Licensed Approval Gate
Professional deliverables can be approved only by a member whose license is recorded, unexpired, issued in the project's state and verified by someone else.
Evidence Trail
Every figure carries the record it came from, so a reader can check the answer instead of trusting it.

How it is built

GIS & parcels
Parcels in the development's projected coordinate system, with evidence classes, versioned boundaries and topology checks.
Survey intelligence
Point import, traverse closure with curves, compass adjustment and deed-versus-survey comparison.
Subdivision & plot designer
A deterministic layout solver, side-by-side concept comparison, lot split and merge, and lot schedules.
Engineering screening
Terrain and contours, earthwork with stated factors, screening hydrology with cited rainfall, utility and roadway checks.
Zoning, permits and economics
Cited, reviewer-verified requirements; human-recorded permit actions; a basis-labelled pro forma with scenarios and sensitivity.
Plans, exports and handoff
True-scale PDF sheets, DXF, GeoPackage, GeoJSON and CSV, and a hashed, versioned package for Construction.

How it works

How the work is structured, and what each step's output rests on.

  1. Set up the site

    Source

Choose the projected coordinate system and add parcels from county GIS, a deed traverse or a drawing.

  2. Screen the constraints

    Source

Query flood hazard, wetland and soil layers and see the area of each parcel affected.

  3. Lay out concepts

    Observed

Describe the concept; the solver lays out streets and lots and checks each lot against the rules.

  4. Check engineering and zoning

    Estimate

Earthwork, hydrology, utilities and roads with stated criteria; zoning screened against cited requirements.

  5. Price and decide

    Estimate

A pro forma with pessimistic, expected and optimistic scenarios and the break-even lot price.

  6. Approve and hand off

    Observed

Licensed approval of the chosen design, true-scale sheets, and a versioned package for Construction.

Each example has its own page you can read and share.

Land Development IQ

Site feasibility before purchase

Measure a candidate site in the right coordinate system, screen it for mapped flood hazard, wetlands and soils, and see what is left to develop before committing to buy.

  • Evidence-Classed Geometry
  • Evidence Trail

Land Development IQ

Compare conceptual subdivision layouts

Generate several conceptual subdivision layouts with a deterministic solver and compare lot yield, street length, open space and infrastructure cost side by side.

Land Development IQ

Hand an approved design to Construction

Publish an approved design to Construction as versioned references with content hashes and the licensed approval behind it, so nothing is copied out of date.

Ask Land Development IQ

Illustrative examples. Results depend on your own data.

  • “Analyze the development feasibility of this parcel.”
  • “Generate three subdivision concepts with 7,500-square-foot minimum lots and 15% open space.”
  • “Identify parcels intersecting the flood hazard layer.”
  • “Prepare a conceptual development budget.”

Security, governance and human control

Where the software deliberately limits itself.

Security

  • Ten discipline roles; a role never implies licensure
  • Hash-chained audit trail per organization
  • Uploads are type-checked, scanned, checksummed and versioned
  • Data classification decides whether project data may reach an AI model

Governance

  • Every engineering number comes from a deterministic engine, never from a model
  • Approvals bind to a content hash and are voided by later edits
  • Changing a boundary marks dependent lots, scenarios and estimates for review

Questions

Is there a free plan?
No. Land Development IQ has paid plans — Developer from $99/mo, Professional from $199 per user/mo and Team from $899/mo for five seats — plus a quoted Enterprise plan from $2,500/mo. Developer and Professional come with a 14-day free trial, and no card is required to start it.
Is it included in my Build or Clearception One plan?
No. Land Development IQ is sold on its own subscription, separately from the Build plan. Build Pro subscribers get 20% off for as long as they hold Build Pro.
Does it replace a licensed engineer or surveyor?
No. It computes and screens; it never seals a plan, certifies a boundary or approves a permit. Professional deliverables can only be approved by a project member whose license is recorded, unexpired, issued in the project's state and verified by someone else.
Is a flood or wetland result a determination?
No. FEMA, USFWS and NRCS layers are screening data. A flood determination, a wetland delineation or a geotechnical investigation is still needed where the screening shows a constraint.
Does AI create the lot layouts?
No. A deterministic solver computes every coordinate, area and length. AI can explain results, and the Copilot keeps only sentences that cite evidence.
Can I open the output in Civil 3D or QGIS?
Yes, through files: DXF for CAD and GeoPackage and GeoJSON for GIS on Professional and above, and LandXML and PNEZD CSV for importing survey points and parcels. DWG is not produced, and there is no direct vendor API connection yet.
Can I buy it today?
Not yet. The plans are priced, and checkout opens when the commercial release is approved.
